- 三．任何國家得於簽署、批准或加入本公約時，或於依本公約第十條通知推廣適用時，本交互原則聲明該國適用本公約，以承認及執行在另一締約國領土內作成之裁決為限。任何國家亦得聲明，該國唯於爭議起於法律關係，不論其為契約性質與否，而依提出聲明國家之國內法認為係屬商事關係者，始適用本公約。
